Hi Dr.Hariri. What does sentence mean? ( he had a stout cudgel laid about his back, that combed his locks for him finely.)
It means that the shepherd informed by old Sultan used his heavy stick hidden behind his back to hit the wolf aggressively and badly.
The shepherd used the heavy stick to comb his locks or arrange and clean his locks neatly. The shepherd used this weapon to punish the wolf.
