If countries are serious about solving traffic problems, they should tax private vehicles very heavily and use the money to provide free or very cheap rail travel. To what extent do you agree with this statement?

In recent years, we have been suffering from the phenomenon of heavy traffic in big cities. There have been some debates on solving this problem between the professions. Thus, it has been jeopardizing humans’ healthiness. One group believes that government should tax private cars heavily and use the money to provide cheap or free rail travel. On the other hand, the other group does not agree with them. I go with the first one.
Putting tax burden for private vehicles and cars have so many advantages. First, it will decrease the number of private cars in the street. Second, we will benefit from more clean air in our city. Moreover, the number of people with lung cancer will be reduced. Third, in this way we can decline the utilizing of fossil fuels and gases. So the environment will remain safe. Last but not least, we can save our time in order not to stay in traffic for so long and using our time for walking during a day that is essential for our health.
However, it has some disadvantages, too. For instance, the old people or octogenarians cannot afford to pay the tax, nor have the ability to use the modes of transports. So government should provide some private or public vehicles just for old people to commute easily. Furthermore, it may become so crowded and a thong of people gathers in the same place.
Briefly speaking, increasing the rate of tax is beneficial and good solution to decrease the traffic jam. Besides, the pros overweigh its cons.
