The issues whose recent neglect Walder laments are central to the “political process” model that dominated social movements research in the late twentieth century. A key axiom in that approach was that a necessary condition for movement emergence is the presence of “political opportunities” or “political opportunity structures”. But as many critics have noted, in practice such opportunities tend to be identified retrospectively, so this component of the political process model often seems tautological rather than predictive.
