What is the difference between “Who” and “That” when we want to describe through a phrase?

These two words can be used when you’re describing someone or something through a phrase. When you want to describe a person, you should use “who” and When want to describe an object, use “that”.
    For example:
The talk was given by a man who used to live in India.
There are lots of things that I need to learn.
